K-20 Network Acceptable Use Guidelines/Internet Safety Requirements

Network Use

·         All use of the system must be in support of education and research and consistent with the mission of the district. District reserves the right to prioritize use and access to the system.

·         Any use of the system must be in conformity to state and federal law, K-20 Network policies, and district policy. Use of the system for commercial solicitation is prohibited.

·         The system constitutes public facilities and may not be used to support or oppose political candidates or ballot measures.

·         No use of the system shall serve to disrupt the operation of the system by others; system components including hardware or software shall not be destroyed, modified, or abused in any way.

·         Malicious use of the system to develop programs or institute practices that harass other users or gain unauthorized access to any entity on the system and/or damage the components of an entity on the network is prohibited.

·         Users are responsible for the appropriateness of the material they transmit over the system. Hate mail, harassment, discriminatory remarks, or other antisocial behaviors are expressly prohibited.

·         Use of the system to access, store, or distribute obscene or pornographic material is prohibited.

·         Subscriptions to mailing lists, bulletin boards, chat groups, and commercial on-line services and other information services must be pre-approved by the superintendent or designee.

Security

System logins or accounts are to be used only by the authorized owner of the account for the authorized purpose. Users may not share their account number or password with another person or leave an open file or session unattended or unsupervised. Account owners are ultimately responsible for all activity under their account.

 

Users shall not seek information on, obtain copies of, or modify files, other data, or passwords belonging to other users; misrepresent other users on the system; or attempt to gain unauthorized access to any entity on the K-20 Network.

 

Communications may not be encrypted so as to avoid security review. Users should change passwords regularly and avoid easily guessed passwords.

Personal Security

Personal information such as complete names, addresses, telephone numbers and identifiable photos should remain confidential when communicating on the system. Students should never reveal such information without permission from their teacher and parent or guardian.  No user may disclose, use, or disseminate personal identification information regarding minors without authorization.

 

Students should never make appointments to meet people in person whom they have contacted on the system without district and parent permission.

 

Students should notify their teacher or other adult whenever they come across information or messages they deem dangerous or inappropriate on the web or when using electronic mail, chat rooms, and other forms of direct electronic communications (i.e. Instant Message services).

Copyright

The unauthorized installation, use, storage, or distribution of copyrighted software or materials on district computers is prohibited. All users of the K-20 Network shall comply with current copyright laws.

Filtering and Monitoring

Filtering software or services will be installed and used on all computers with access to the Internet. This will block or filter access to visual depictions that are obscene, child pornography, or harmful to minors. When adults are using the Internet, materials which are obscene and child pornography must still be filtered or blocked.

 

Educational staff will, to the best of their ability, monitor minors’ use of the Internet in school, and will take reasonable measures to prevent access by minors to inappropriate material on the Internet and World Wide Web, and restrict their access to materials harmful to minors.

General Use

Diligent effort must be made to conserve system resources. For example, users should frequently delete E-mail and unused files, and users should promptly disconnect videoconferences on completion.

 

No person shall have access to the K-20 Network without having received appropriate training.  In addition, students under the age of 18 can be “opted out” of use of the internet and the K-20 Network at the parents’ request.

 

Nothing in these regulations is intended to preclude the supervised use of the network while under the direction of a teacher or other approved user acting in conformity with district policy and procedure.

 

From time to time, the district will make a determination on whether specific uses of the K-20 Network are consistent with the regulations stated above. Under prescribed circumstances non-student or staff use may be permitted, provided such individuals demonstrate that their use furthers the purpose and goals of the district. For security and administrative purposes the district reserves the right for authorized personnel to review network use and content. The district reserves the right to remove an individual’s network access privileges to prevent further unauthorized activity.

 

Violation of any of the conditions of use may be cause for disciplinary action.

Dear Parents:

 

Your child has the opportunity to receive an electronic network account or access, and needs your permission to do so. Among other advantages, your child will be able to communicate with other schools, colleges, organizations and individuals around the world through Internet and other electronic information systems and networks. Internet is a system which links smaller computer networks, creating a large and diverse network. Internet allows your child, through electronic mail (e-mail) and other means to reach out to many other people to share information, learn concepts and research subjects. These are significant learning opportunities to prepare your child for the future.

 

With this educational opportunity also comes responsibility. It is important that you and your child read the enclosed internet use form, school district procedures and other material, and discuss it together. When your child is given an account and password to use on the computer, it is extremely important that the rules are followed. Inappropriate use will result in the loss of the privilege to use this educational tool, and other disciplinary action if appropriate. Parents, remember that you are legally responsible for your child’s actions.

 

Please stress to your child the importance of using only his or her account password, and of keeping it a secret from other students. Your child should never let anyone else use his/her password to access the network. Your child is responsible for any activity that happens in his/her account.

 

We have established procedures and rules regulating the materials that students may search for on the network, but please be aware that there is unacceptable and controversial material and communications on the Internet that your child could access. It is not possible for us to always provide direct supervision of all students. We cannot filter material posted on network-connected computers all over the world; we encourage you to consider the potential of your child being exposed to inappropriate material in your decision of whether or not to sign the informed consent form.

 

We also reserve the right to review e-mail sent or received on the district system to improve student safety and system integrity, and you and your child must waive the copyright on any material posted through the network.

Camas School District Internet Use Information

 

The Internet (World Wide Web) is one of several valuable information resources available to students in classrooms and media centers throughout the district.  This document is designed to give you information on student use of the Internet, as well as the option to elect to deny access to the Internet for your child.  Internet access will be denied only if you return this form.

 

Access to the Internet enables students to explore thousands of libraries, databases, and bulletin boards throughout the world.  Internet use benefits students’ education in the form of access to educational resources otherwise unavailable.  In addition, the District is now beginning to use instructional sites available only through the Internet.

All Internet access across the district is filtered to help prevent access to offensive materials.  Families should be aware that no filtering system is 100% effective.  Ultimately, parents and guardians of minors are responsible for settings and conveying the standards for their children should follow when using online services.

 

District Internet Guidelines

Students are responsible for good behavior on school computer networks just as they are in a classroom or a school hallway.  Communications on the network are often public in nature.  General school and district rules for behavior and communications apply.

From time-to-time the district may publish information, including student created projects, on the Web.  Students’ personal information will be protected.  Information about use of student photos in any publication, including the Internet, is available upon request from your school office.

Users should have no expectation of privacy in electronic files stored on school district computers.  Network storage areas are the property of the district and may be treated in the same manner as school lockers.

Camas School District intends to provide a tool for educational activities and does not intend to create a forum for discussion of any topic at anytime.  During school, teachers of younger students will guide them toward appropriate materials.  Outside of school, families bear the same responsibility for such guidance as they exercise with other information sources such as movies, telephone, radio, and potentially offensive media.  Students using the district network are not permitted to do the following:

·     Access offensive messages or pictures

·     Use obscene or defamatory language

·     Harass, insult, defame, or attack others

·     Damage computers, alter computer systems or networks

·     Violate copyright laws

·     Use another’s password

·     Give out his/her name, address, or phone number

·     Trespass in another’s folders, work or files

·     Intentionally waste limited resources

·     Employ the network for commercial purposes

Violations may result in loss of access as well as other disciplinary or legal action.  Internet access in Camas School District is a privilege, not a right.  Access entails responsibility.

The network is provided for students to conduct research and receive instruction.  The district will provide Internet access for your child unless parents show their objection to their son or daughter using the Internet at school by completing, signing and returning the form provided below.
