School Funding 101“It is the paramount duty of the state to make ample provision for the
education of all children residing within its borders, without distinction
or preference on account of race, color, caste or sex.”
In a significant decision in 1978 (Seattle School District No. 1 v. State, 585 P.2d 71, 978), the Washington Supreme Court interpreted article IX, section 1 to mean that the state Legislature must define a “basic program of education,” distinguished from all other educational programs or services, and sufficiently and amply fund it from a regular and dependable source which cannot be dependent on local tax levies. Where does the district receive its funding?The major portion of the district's operational revenue is received from the State of Washington. The revenues received from the State are allocated based upon the enrollment of the district. Thus, student enrollment is a significant driver behind the revenue base of the district.
